Planning Board

July 10, 2017

Attending: John Kincart, John Savoca, William LaScala, Richard Fon, Anthony Tripodi, Robert Garrigan

REGULAR SESSION

1. Fieldstone Manor

After attorney Al Capellini cited monetary issues as the reason for the delay in proceeding with the project, the board voted 4-0, with Mr. Kincart recusing himself, to reapprove the project.

WORK SESSION

2. RPG properties, Lexington Ave.

There was a brief discussion of the applicant responding to a July 10 memo from the town engineer, mostly about utility issues, and a July 6 memo from the Planning Department regarding a concern from the Town of Cortlandt about remote sensors in a Lexington Avenue traffic light.

Mr. Tegeder said the plan was pretty close to final review; Planning would do a second and last look. It was anticipated that the board would grant approval at its August meeting.

3. Colangelo subdivision, Jacob Road

The applicant’s environmental consultant requested permission to remove 435 trees, identified as sweet (or black) birch that he said were dying or dead as a result of a fungus and could not be saved. He said a site visit by the town’s code inspector had confirmed the condition; this was confirmed by a memo from the town engineer. The trees to be removed constitute about 1/3 of the 1,500 trees on the site. The trees will be cut in 4’ lengths and burnt off site; they will be stockpiled on site until removed.

The board approved the removal and Mr. Fon said the Tree Commission would be notified.

4. 712 Kitchawan Road/ Town Board referral

The applicant’s attorney reviewed the plan, noting that the only change was that the applicant might, in the future, make a small addition on the footprint of the existing foundation of an old greenhouse.  No changes will be made to the parking area. Mr. Tegeder explained that the transitional zone gave the town more flexibility than the “O” office zone.

A memo will be sent to the Town Board indicating tht the Planning Board has no issues with the rezoning application.

5. The Weyant, Route 202/Town Board  referral

This item was removed from the agenda at the applicant’s request.

Note. The Planning Board meets only once in July and August. The next meeting will be August 18.
