OPEN SESSION

1. Section 8 Program

Karren Perez, Section 8 Administrator, explained the need for a public hearing to adopt revisions to the Administrative Plan involving domestic abuse. The changes implement HUD guidelines and don’t necessarily affect Yorktown’s program. A public hearing was set for the first week of October.

2. CPD Energy Corp. (Mobil Station) Saw Mill River Road

(See Planning Board, 12-7-2015 and Town Board 1-19-2016.)  After a long hiatus, the applicant returned with a revised plan.  Town Engineer Quinn advised the board he had some issues with the new plan and needed to meet with the applicant.

Supervisor Grace advised the applicant that the owners of the Triangle Shopping Center were considering some changes and that the applicant, sandwiched between property owned by the Center, should consult with them before proceeding. Councilman Bernard asked the applicant if some aesthetic changes could be made to the canopy.

3. Wireless Facility, 2281 Crompond Road (Police station)

Verizon needs a stormwater permit in order to install the new tower. As the tower is being installed as part of an agreement with the town that provides the police department with certain equipment, the board waived the $1,500 permit fee and voted to have the engineer issue the permit.

4. 728 Granite Springs Road, stormwater permit

The homeowner’s plan for a house addition triggers a threshold in the law that requires Town Board action. The board voted to have the engineer issue an administrative permit.

5. YCCC bathrooms

In an item not on the agenda, after Human Resources head Margaret Gspurning showed the board plans for the renovated bathrooms on the ground floor, the board gave her permission to move forward to prepare bidding specs. The work will be contracted out.

6. Miscellaneous resolutions

Culvert projects: The board authorized the supervisor to sign agreements with WSP Sells for the replacement of culverets at Hill Blvd over Barger Brook and on Veterans Road over Hallocks Mill Brook

Affordable Care Act: The board authorized the supervisor to sign an agreement with Corporate Plans Plus to provide assistance with ACA compliance.

Canine Officer: The board okayed a $1,200 lodging expense for the police department’s canine officer to attend a training session.
